Ambassador Dr. Thomas Greminger is the Executive Director of the Geneva Centre for Security Policy (GCSP) since 2021. A senior Swiss diplomat, he has held major leadership roles in Swiss foreign policy and multilateral diplomacy, focusing on security, peace and development. Before joining the GCSP, he served as Secretary General of the OSCE from 2017 to 2020, where he supported successive Chairmanships in a highly polarized environment, managed the organisation through the COVID-19 crisis and strengthened dialogue among the 57 participating States. He advanced work on emerging security challenges, including technology, climate security and conflict prevention, and supported OSCE field missions, notably the Special Monitoring Mission to Ukraine. Previously, Ambassador Greminger was Switzerland’s Permanent Representative to the OSCE, UN and international organisations in Vienna, playing a central role during the 2014 Swiss OSCE Chairmanship and in shaping the organisation’s response to the crisis in and around Ukraine. He has also held senior positions within the Swiss Agency for Development and Cooperation, overseeing major peacebuilding, human rights and humanitarian programmes. He holds a PhD in history from the University of Zurich, has published extensively on security policy and conflict management, and is fluent in German, English and French. He was born in 1961 and is the father of four daughters.
